Meeting of Halling Parish Council held on 13 January 2005 at the Community Centre

Present: Councillors L Hitchcock, Mrs L Terry, Mrs P Weaver, B Smith, A Goodger and R Swain.
W R Swan, Clerk and 9 members of the public.
In the absence of both the Chairman and Vice-Chairman it was decided unanimously that Councillor Hitchcock act as Chairman for the meeting.

1.Apologies for Absence
There were apologies from Councillors Ballantyne (holiday), Underdown (holiday), Mrs Coleman (work) and the Chairman (family illness).

2.Minutes of last meeting
It was proposed by Councillor Smith, seconded by Councillor Mrs Weaver, that the Minutes of the previous meeting were a true record. All agreed and the Chairman duly signed them.

3.Matters Arising – none.

4.Notification of Any Other Business
Councillor Hitchcock – 1 item; Councillor Mrs Weaver – 1 item.

5.Estates Committee
Councillor Hitchcock reported that the notice board has not yet been put on the bus shelter in Browndens Road. The Village Handyman will be attending to this shortly. There are a number of jobs to be done in the recreation grounds. Councillor Hitchcock will be calling a meeting of the Committee to look at both Recs. It was felt that a Saturday morning is the best time to do this.

6.Footpaths Committee
Councillor Mrs Terry said that the tarmac at the top of the Plough path is uneven. Residents are concerned that FP320 is not on the registered map and the Parish Council should ask Medway Council to confirm its existence. The public should keep walking the footpaths.

7.Planning & Development
In the absence of Councillor Underdown, the Clerk reported that the application for 3 cottages at Chalgrove Mews had been refused.

8.Jubilee Hall
Councillor Mrs Terry reported that the Management Committee had been re-elected at the AGM and that the Finances were healthy. Councillor Goodger agreed to act as the Parish Council’s representative.

9.Harris House
The Clerk reported that nothing further had been heard about the planning application.

11.Halling Association - No report

12. Community Centre
Councillor Hitchcock reported that the Centre is being well used.

13.Youth Club
Councillor Hitchcock reported that the Youth Club is now up and running with the required number of adult helpers.

14. Lafarge
The Liaison meeting was held on 20 December and in view of residents’ concerns about theA228 road works, the Company is to mount an exhibition in the foyer of the Community Centre showing the timetable for the works as they progress. All residents will be informed about this by letter.

Councillor Hitchcock said that the next Liaison meeting is on 19 January 2005.

It was proposed by Councillor Mrs Terry, seconded by Councillor Swain, that these payments be ratified. All agreed.

19. Any Another Business
Councillor Hitchcock reported that the Fire Brigade Centenary will take place on August Bank Holiday 27-28 August 2005. There will be various displays including Vintage Fire Engines. The Parish Council will be asked in a formal letter for a donation towards the evening fireworks.
