Minutes of Halling Parish Council held on 14th March 2013 at the Community Centre

2.              Minutes of the last meeting

Proposed by LH, seconded by RT that the minutes were a true record of the February meeting.  All agreed and the Chairman duly signed them.

3.              Matters Arising

LH – item 7(d) – the hole in the fence has been reported to Lafarge.

4.              Notification of Any Other Business

NG – 2 items; HW – 1 item; RT – 1 item; WS – 3 items.

6.              Vacancies

MJ confirmed that there are 2 vacancies on Lower Ward which HPC can fill by co- option.  Residents have been invited to apply by 17th March.  He said that SRW had already  volunteered to do any interviews with him but he felt there should be a third person on the panel.  CH was invited by RT to do this and he accepted provided that it would fit in with his work commitments. All agreed.

7.              Reports by Committee Portfolio Holders

                  a) Estates             

 LH reported on the broken fence in the Lower Rec. only 2 quotes were forthcoming and Total Property were given the job as they were considerably lower than the other quote. LH proposed that this be ratified, seconded by NG.  All agreed.  The report on the play areas has been received, the main points of concern being some of the safety surfaces.   

The QE 11 plaques have been erected in both recs.  Quotations are still awaited for the treatment of the trees in both recs.         

                 

                  b) Footpaths       

                  SRW said that the RS 320 is currently being cleared and is walkable.  Total Property is to put in the stile and steps required at the north end.  The other stiles are to be erected by Medway Council.  A vote of thanks to Barry Barnes, Muff Parker and John Coleman for their sterling efforts on the clearing of the path was moved by MJ and they were given an enthusiastic ovation.

                  c) Planning and Development

NG said that one new application had been received:  MC/13/0481 for a single storey side extension at 2 Station Approach.  It was proposed by NG, seconded by RT that HPC raise no objection to this.  All agreed.

d) Community – no report

                 

8.              Bishops Palace

                  As part of his Agenda item no 18, PCSO Alan Hunter said that he would like to see the tunnel blocked off to stop ant social behaviour.  CH said that Medway Council should be asked to remove the swing as this was part of HPC policy.

9.              Halling Fire Station

                  MJ said he had had a phone call from the Medway Messenger following a meeting of Medway Council’s planning committee saying that £100,000 of section 106 money has been allocated to HPC for the purchase of the old fire station.  No confirmation of this has been received from Medway Council.

10.            Jubilee Hall

                  MJ said that he has met with Chris Beaney recently and the committee is looking to get stronger but lighter doors for the storage area and are still waiting for another quote for+- a new electric boiler.

11.            Halling Association – no report

                 

12.            Community Centre

                  MJ reported on the meeting held with representatives of HPC and the Community Centre on 12th March concerning their request for a rent increase. No agreement was reached but negotiations are ongoing with HPC determined to get the best deal for residents.

13.            Lafarge – no report

                   

14.            Redrow – no report

                 

15.            Youth Club

                  LH said that a skate day has been arranged for the 20th April run by Rubicon.  This is due to the funding help from Streetcops and Halling Association.  

16.            White Pit – no report

                 

17.            Halling Primary School

                  MJ said that he had spoken to Mrs Donnelly about sending a letter to parents about speeding.  CH said that there would be a problem with policing Howlsmere Close should more parking restrictions be put in force. It was decided to ask Phil Moore when he meets HPC next.

18.            Policing

                  PCSO Alan Hunter reported on parking issues in Kent Road and other areas of the Village.

Youths congregating at rail station – BTP have had a presence here recently.

MJ said he had met with Inspector Matson recently – among the things discussed were parking, speeding in the village, parking on pavements and cars going through the bollards in Ferry Road.

It was proposed by CH, seconded by LH, that the above payments be ratified.  All agreed except for RT who abstained.
 

21.            A.O.B

                  NG said that the seat on the riverside walk had been broken for some time now. This is Medway Council’s and the Clerk will report it to them.  Also the hedge at the top of Low Meadow needs cutting back.  Medway Council will be informed.

HW said that she has been appointed as Chair of FW13 committee and it has been decided to hold it on Friday 30th August, Saturday 31st and the actual Funday on Sunday 1st September.

RT drew Members attention to the development at Lodge Hill being held up by nightingales.

Also is the Talent competition at Cuxton an official PC function as it included Halling in the notices.  It is thought that this was down to the social club.

WS reminded Members of the Annual Parish Meeting to be held on 23rd April at the C/C.  He said that he had already invited Inspector Matson.

As it is recommended that cheques should only be signed by members, there is a need for 2 more signatories.  Agreed that HW and SRW be added to the mandate.  Clerk to arrange.
