Minutes of Halling Parish Council held on 14th April 2011 at the Jubilee Hall

 
Present: Chairman Daryl Palmer, Vice-Chairman Les Hitchcock, Richard Thorne and Shelley Tilbury.

W R Swan - Clerk and 2 members of the public.

1. Apologies

Trevor Reynolds, Sarah Poole, Mark Joy and Chris Herbert.

2. Minutes

It was proposed by the Vice-Chairman, seconded by Richard Thorne, that the Minutes  were a true record of the March 2011 meeting.  All agreed and the Chairman duly signed them.

3. Matters Arising  - none

4.  Notification of Any Other Business

Shelley Tilbury – 3 items.

Reports by Portfolio Holders.

(a) Estates  

The Chairman reported that the lease for the White Pit has been signed and sent off to Cemex’s legal department.  The Chairman is asking for volunteers to help with clearing the site.  It was proposed by the Chairman, seconded by Richard Thorne, that £100 be allocated to Ben Cook for him to carry out the initial clearance work.  All agreed and the Chairman said he would contact Ben to discuss this.

It was proposed by the Vice-Chairman, seconded by Shelly Tilbury, that the Tender of £500 submitted by Peter Lingham for the cattle grazing on the Marsh should be accepted.  All agreed and the Clerk will write to Peter Lingham accordingly.

The Chairman will be looking at the provision of new play equipment in both recs. 

 (b) Footpaths

The Clerk is at present checking with Lafarge about the path next to Court Farm which although not on the definitive map, could be used if Lafarge give permission.  Shelley Tilbury has walked the paths with the local group who wish to get the lecterns in place as soon as possible and before the leaflet is produced.  Richard Thorne suggested that colour coded way post markers would also be a great help with this project. 

  

(c) Planning & Development

Richard Thorne reported that there are 3 new applications as follows:

MC11/1041 - 11 High Street – single storey extension – no objection.

MC11/0935 – 16 Hostier Close – single storey extension – no objection.

MC11/0721 – 46 High Street (The Paddock) – demolition of existing building and replaced by one 4 bed detached and two 3 bed semis.  It was proposed by Richard Thorne, seconded by the Vice-Chairman, that the Parish Council object on the grounds that this is overdevelopment of the site, the road access is affected by the new lights on the bridge and too close to No 44 High Street.  All agreed.

7. Jubilee Hall – no report

8. Royal Wedding

Shelley Tilbury said that preparations are proceeding well for the party in the Community Centre on 29th April for which flyers are being delivered to all homes on the 16/17th April.

9.  Halling Association – no report

10.  Community Centre

The Vice-Chairman said the the AGM was held on 4th April at which Ann Perfect became the new Bookings Secretary.

  

11. Lafarge

The Chairman is hoping to meet with Daniel Daniels shortly.

13.  Youth Club no report

14. Renewal of KALC membership for 2011/2012

It was proposed by Richard Thorne, seconded by the Vice-Chairman, that the membership be renewed for another year at a cost of £641.35 plus £128.27 VAT.  All agreed.

15. Renewal of insurance for 2011/2012

The Clerk passed round the renewal quotes from the Zurich Municipal and after discussion it was proposed by Richard Thorne, seconded by Shelley Tilbury, that the Parish Council should include the MUGA in the All Risks section at an additional premium of £568.00 and that the policy be renewed at a total cost of £2183.  All agreed..  This includes a 5 year long term agreement discount.

It was proposed by the Vice-Chair, seconded by Richard Thorne, that the purchase of the new printer in (g) above agreed as a matter of urgency, should be ratified along with the other payments as set out. All agreed.

                                                                                                                                                                                   

19. Any other Business

Shelley Tilbury reported that the volunteer clean up of the village went well and that the Parish Council should send a letter of thanks to the organisers.  All agreed and she will let the Clerk have the details.  The local Air Training Corps band will be playing at the Royal Wedding party in the Community Centre and it was proposed by Richard Thorne, seconded by the Vice-Chairman, that if it is possible to make a donation to the ATC band, the Parish Council should contribute £50.  All agreed and Shelley Tilbury is to find out if this is possible.

The Chairman proposed that the Parish Council go to Kaslers Solicitors of Snodland on a trial basis for any future legal matters being local to Halling and they recently  dealt with an urgent matter very promptly. This was seconded by Shelley Tilbury and was agreed unanimously.

Parishioners’ Questions – points raised included a dead fox on the Plough path and fly tipping in Vicarage Road.
