Meeting of Halling Parish Council held on 10 April 2008 at the Jubilee Hall

Present: Chairman, Vice Chairman, Daryl Palmer, Peter Wyatt, Norman Mitchell and Maggie Coleman.

4 members of the public.

1. Apologies
Trevor Reynolds, Ray Jackson, James Souter, Bob Swain and Chris Herbert

2. Minutes of last meeting
It was proposed by the Vice-Chair and seconded by Daryl Palmer that the Minutes were a true record of the last meeting. All agreed and the Chairman signed them accordingly.

3. Matters Arising
Item 5a - the Clerk had received a letter from the Parochial Church Council thanking the Parish Council for its donation of £400.

4. Notification of Other Business
Vice-Chairman – 1 item; Daryl Palmer – 1 item; Peter Wyatt – 1 item and the Chairman – 1 item.

5. Reports by Chairmen of Committees:
a. Estates

Daryl Palmer reported that the planning application for the MUGA has gone into Medway. He is waiting to see if there will be an increase in the cost of the MUGA in view recent rises to the cost of raw materials. Work on the rubbish bins is going ahead. He welcomed Jim Sutherland back as Village Handyman looking fit and well. The Clerk reported that he is still awaiting quotes for grass cutting and would report back as soon as these are received.
It was proposed by P Wyatt, seconded by D Palmer, that the annual subs of £15 to the KCPFA be renewed. All agreed.
It was agreed to accept the tender of £500 from Peter Lingham for grazing on the marsh in 2008.

b. Footpaths
Maggie Coleman said that the PROW Officer at Medway is introducing an Improvement Plan which will include help with footpaths eg way markers. The work on reinstating the RS320 is still moving ahead with visits by the PROW to the witnesses.

c. Planning and Development
Norman Mitchell reported that the Parish Council’s decision to oppose the development at the Service Station still stands in spite of changes to the environmental statement. The appeal for houses at the rear of 46-48 Rochester Road has been allowed in favour of the applicants.
He intends to attend the appeal on Primrose Cottages.

6. Halling View
Daryl Palmer said that work on the June edition has already started.

7. Halling Association
Peter Wyatt said that there was no report. The next meeting is on 15 April.

8. Jubilee Hall – no report

9. Community Centre
The Vice-Chair said that the Trustees are looking for a new Treasurer following the retirement of Pat Catchpole.


10. Lafarge
The Chairman said that as there has been no reply from Dawn Moore that we should ask for a liaison meeting as soon as possible.

11. Cemex – general - no report.

12. Cemex – Site Development
The Chairman said that there was nothing further to report at this time but Daryl Palmer said that the Parish Council has been invited to a meeting of Cuxton Parish Council with the Section 106 officer from Medway Council. It was agreed to attend this.

13. Youth Club
The Vice-Chairman reported that the two sessions were operating well.

14. Policing - no report

15. Annual Parish Meeting
The Agenda as put forward was agreed.

16. Highways
The Chairman reported on an email received from Phil Moore of Medway Council saying that the bridge will be closed for 4 weeks in August for more permanent works to be done but with pedestrian access only.
It was agreed that a meeting be arranged with Phil Moore as soon as possible.

It was proposed by Peter Wyatt, seconded by Normal Mitchell, that the above payments be ratified. All agreed.
The renewal of the Parish Council’s membership of the KALC at £687.82 was proposed by
The Vice-Chairman, seconded by Daryl Palmer. This was agreed unanimously.

19. Any Other Business
The Vice-Chairman said that preparations for the Funday are going well.
Peter Wyatt asked if the Parish Council could approach Medway Council about a site for a bottle bank as this seems to have been forgotten by them.
Daryl Palmer reminded the meeting that the Bluebell Walk takes place on 26 April leaving the Jubilee Hall at 10.00 am
