Meeting of Halling Parish Council held on 8 November 2007 at the Community Centre

Present: Chairman, Vice-Chairman, Councillors D Palmer, R Underdown, T Reynolds, C Herbert, P Wyatt and R Swain. W R Swan – Clerk
4 members of public.

1. Apologies for absence
Councillor Maggie Coleman.

2. Minutes of last meeting
It was proposed by Councillor Reynolds, seconded by Councillor Palmer, that the Minutes were a true record of the last meeting. All agreed and the Chairman signed them accordingly.

3. Matters arising
Councillor Underdown asked if the basketball hoop had yet been erected in the Upper Rec. Councillor Palmer said that this was still stored by Cemex pending the work.
Councillor Wyatt asked if Forge Green has been handed over officially. Catherine Smith is to be contacted to ascertain the position.

5. Reports by Chairman of Committees
(a) Estates
Councillor Palmer reported that Jim Sutherland, the Village handyman, is now up and about after his operation and hopes to be back in harness in the New Year.
MUGA – the Comma funding was not forthcoming but he is looking at several other options for funding and has arranged a meeting with Medway Council on 13 November to discuss this.
The football team is up and running and doing well.

(b) Footpaths
Councillor Wyatt reported that Councillor Coleman has contacted Medway Council to get the work on the RS320 moving. A meeting will be arranged in mid December with Medway to get it sorted out.
The North Downs Way has been cleared and preparations are in hand for next year’s walks.

(c) Planning & Development
Councillor Underdown reported that the appeal on 42-48 Rochester Road is to be heard on 6 February 2008.

6. Jubilee Hall
Councillor Palmer said that the AGM was held on 1 November. The Christmas party is to be held on 6 December and Councillor Palmer proposed that the Parish Council make a donation of £20 towards a raffle prize. This was seconded by the Vice-Chairman and all agreed.
The garage roof has now been fixed thanks to the Halling Association

7.Community Centre
The Vice-Chairman reported that the new carpet had been laid to replace that damaged by water. The Christmas party for Senior Citizens is going ahead and there will be a New Year’s eve party open to all.

8. Halling Association
Councillor Wyatt reported that the Cubs had carried out planting in Forge Green and a donation of £100 has been made to the Church for new bell ropes along with the donation of a £50 Lingham’s voucher for a prize at the Seniors’ Christmas party.
The street maps for the Community Centre and Jubilee Hall are in course of preparation.

9. Lafarge
The Chairman asked if the latest position on football pitches could be ascertained and Councillor Wyatt wished to know the current situation on the Marsh handover. The Clerk is to chase this up.

10. Cemex
The Clerk is to arrange a liaison meeting as soon as possible.

12. Youth Club
The Vice-Chairman reported that more adult help is needed for the Club.

13. Remembrance Day & Poppy Collection
The Chairman will read both lessons at the service in St John’s and the Vice-Chairman
will lay the wreath on behalf of the Parish Council.
Councillors Underdown and Wyatt will lay a wreath at the War Memorial in Forge Green.

14. Policing

The Vice-Chairman said that there is the usual monthly surgery on 10 December at 12 noon. Councillor Palmer said that a new PCSO should be starting at the end of November. Councillor Herbert said that the police should cover all areas of the Village to nip anti social behaviour by youngsters in the bud.
Councillor Wyatt reported that the police failed to respond to a 999 call about youngsters on the roof of the Doctors’ surgery which is also a pharmacy. The police said that the local number should have been used. It was agreed that a meeting should be arranged with Inspector Wharfe.
There have been many positive comments from all quarters about the new PCSO Quentin Moss.

It was proposed by Councillor Reynolds, seconded by Councillor Swain, that the above payments be ratified. All agreed.

17. Any Other Business
Councillor Palmer said that Halling Rainbows are running well and Parish Councillors had been invited to an investiture at the Jubilee Hall in the early evening of 15 November. He has arranged a Quiz Night at the Jubilee Hall on 23 November to raise money for the Warwickshire firefighters.
Councillor Herbert asked when we could expect the pontoon back. He also asked if the Rose & Crown development was passed by Medway Council at the second attempt. The Clerk is to find out.
The Vice-Chairman said that next year’s Funday is to be held on 21 June 2008. It has not yet been decided if there will be an evening event.
Councillor Underdown said that Southern Water had not replaced the shrubs in the Scholey Close area after the sewage pipeline work. The Clerk is to contact them.
The Chairman raised the matter of the Cemex development. He has heard from Brian McCutcheon of Medway Council that he has brought up the Parish Council’s points with Cemex. A liaison meeting is to be arranged with Cemex as soon as possible to discuss the forthcoming planning application. A public meeting will be called when application goes forward to Medway Council.

18. Parishioners’ Questions

The following points were raised by residents:
(a) Cemex and swimmers in the Blue Lake.
(b) Public meeting re Cemex.
(c) Site visit to Cemex before demolition.
