Meeting of Halling Parish Council held on 12 April 2007 at the Jubilee Hall

Present: Chairman, Vice-Chairman, Councillors C Herbert, D Palmer, F Howard, Mrs M Coleman and T Reynolds,
W R Swan – Clerk and 10 members of the public.

1. Apologies for absence
Apologies were received from Councillor R Underdown who was on holiday, Councillor Swain who was away on business and Councillor Wyatt who was on family business.

2. Minutes of last meeting
It was proposed by the Vice-Chairman, seconded by Councillor Howard, that the Minutes were a true record. All agreed and the Chairman duly signed them.

3. Matters arising
Item 2 Councillor Howard asked if clarification be sought on the 500m distance from Councillors’ homes re planning applications and 14 (c) has anything been heard about the BMX track. 5(b) Councillor Mrs Coleman said she has prepared the paperwork to request the extension of RS219.

4. Notification of Any Other Business
Councillor Herbert – 2 items, Vice-Chairman – 1 item, Chairman – 1 item, Councillor Reynolds – 1 item and the Clerk – 1 item.

5. Reports by Chairmen of Committees
(a) Estates
The Chairman reported that work had been proceeding on the Bishops palace area and that the Village Handyman had been carrying out work on the play equipment in the Lower Rec.


Only one quotation had been received for this season’s grass cutting. This was from Quadron Ltd who have taken over from Medway Council’s DSO. There is an increase of 4% over last year’s quote. In the circumstances it was proposed by the Chairman, seconded by Councillor Palmer, that this quote be accepted. This was agreed unanimously.


A Tender of £500 has been received from Peter Lingham re Marsh grazing – this was the only one received and all agreed to accept this. The Chairman is getting quotes for the safety surfacing in the Lower Rec.

(b) Footpaths
In the absence of the Committee Chairman, there was no report.

(c) Planning & Development
In the absence of the Committee Chairman, there was no report

6. Harris House
Councillor Herbert reported that the site was now a pile of rubble – the demolition contractors were doing a good job with as little disturbance as possible.

7. Halling Association – no report

8. Jubilee Hall
Councillor Palmer had no report as the next meeting of the Committee is on 26 April.

9. Community Centre
The Vice-Chairman had no report as the next meeting of the Trustees is on 16 April.

10. Annual Parish Meeting
The meeting agreed the draft Agenda as prepared by the Clerk.

11. CEMEX
It was agreed that the Parish Council will hold a public meeting before the Planning Application goes in.

12. Lafarge – no report

13. Youth Club
The Vice-Chairman reported Cuxton YC has closed. Halling YC is still going strong with the leaders going to various meetings and being invited to the presentation meeting at the Fire Station on 4 May.

14. Policing
See APM above – Inspector Robin Wharfe is attending the meeting on 24 April and will be available for questions from the public.

It was agreed that item (r) should be backed up by a letter from the Parish Council and it was proposed by the Vice-Chairman, seconded by Councillor Howard, that the renewal terms from the Zurich Municipal (p) at a 4% increase over last year be accepted. All agreed.

It was proposed by the Vice-Chairman, seconded by Councillor Howard, that the above payments be ratified. All agreed.

18. Any Other Business
Councillor Herbert said that area in front of the Bishops Palace had indeed been cleared but leaving shredded shrubbery on the ground. This is to be taken up with the Contractors. He also asked what is happening to the pontoon.


The Vice-Chairman said that the prizes for Funday are coming in well. There are 11 bookings so far. A magazine is to be prepared.


The Clerk raised the question of the office PC – it is 9 years old now and cannot deal with modern software and the internet adequately. He said that the IT budget for 2006/7 was underspent by over £600 and it was agreed that he should go ahead and buy a new one from this budget. The old one can be given to the Youth Club and with a wireless router they could use the internet.


Councillor Reynolds said that the Chairman was not going to put himself up for election on 3 May – he proposed a vote of thanks to Andy Ballantyne for all his hard work over the last 10 years.

19. Parishioners’ Questions
Among the questions raised by residents at the meeting were:

Dates of future meetings to be put in the Halling View.
Yellow lines in Upper Halling.
Poor lighting on footbridge in Station
Fence next to Pilgrims Road.
