 Minutes of the meeting of Halling Parish Council held on 9th May 2017 at the Community Centre.

  

 

Present: His Worship the Mayor of Medway, Stuart Tranter and the Mayoress,

Chairman: Chris Herbert (Lower Ward) CH; George Wenham (Upper Ward) GW; Andy Simpson (Lower Ward) AS;  Richard Thorne (Lower Ward) RT; Les Hitchcock (Lower Ward) LH; Trevor Reynolds (Upper Ward) TR; Paul Crispe (Lower Ward) PC; Matt Fearn (Upper Ward) MF;  Kelly Talbot (Lower Ward).

Bill Swan – Clerk (WS) and 6 Members of the public.

 

1.         To elect the Chair for the following year. 

Chris Herbert was nominated by TR and seconded by RT.  CH accepted the nomination and there being no other candidates, he was duly elected and signed the declaration book under item

2. Signing of the declaration book.

 

3.      Apologies for absence – none as everybody present

 

4.      Disclosure of Any Other Business – none

 

5.      Declaration of any Pecuniary and Prejudicial interests- none

 

6.      Presentation of Community Award to Phil Tomlins

His Worship the Mayor of Medway Councillor Stuart Tranter presented the Award on behalf of Medway Council, Halling Parish Council and the Kent Fire and Rescue Service and said a few words about Mr Tomlins’ service as a retained firefighter and his Santa activities though the Mayor did not wish to give too much away about the latter.  The Mayoress and Mrs Tomlins were presented with bouquets on behalf of HPC.

 

7.         Adjourn meeting for public questions.

Among the points raised were the following: Why were residents asked to leave Formby Terrace?; Screening of Sub Station;  MF was thanked for his efforts concerning grasscutting in the Cemetery and the fence on the circle.

 

8.         Reconvene meeting and minutes of the April 2017 meeting.

It was proposed by GW, seconded by LH, that the minutes were a true record. All agreed and CH duly signed them.

 

9.         Matters arising from Minutes - none

This was adjourned to item 14.

 

10.    To elect Vice-Chair and Committee Portfolio Holders

MF was proposed as Vice-Chair by RT seconded by AS.  MF was elected unopposed.

Estates and footpaths – GW agreed to carry on with Maria Cook and Barry Barnes to assist as Play area and footpaths officers respectively.   Planning – RT agreed to continue

Finance – CH agreed to continue Events – RT to Chair this.

                                                                                                                                 

11     To appoint Members of Committees and representatives on other bodies.

Rural Liaison Group  - AS volunteered.

Tarmac and Redrow  - to be filled as required.

Halling Association – CH and TR to continue with MF representing Medway Council.

Kent Community Rail Partnership – TR agreed to continue

 

12   Appointment of a Councillor Group to oversee arrangements for the appointment of a new Parish Clerk

It was agreed that KT, RT, PC and CH should form this with CH acting as Chair.

 

13   To ratify dates for the next year’s meetings

It was proposed by KT, seconded by TR, that the dates as circulated by the Clerk be ratified.  All agreed.

 

14   To decide upon the membership of KALC for 2017/18

CH said that there had been a good deal of discussion about this. The quote from Medway Council was £100 more expensive than KALC and Medway did not provide legal updates.  It was proposed by CH, seconded by TR, that HPC renews with KALC for 2017/18 only at this time. 8 were for with 1 abstention.

 

15  Councillor Training

TR thought that Councillors should receive training as soon as possible after election or co-option but it was not necessary for Councillors to be trained each year after that. CH said that HPC should get training as soon as possible now.  It was proposed by TR, seconded by RT, that the requirement in Standing Orders to undergo annual training be removed and that it be regarded as a policy.

 

16.  Annual Parish Meeting – to report and accept the minutes of the meeting held on 22nd April 2017

CH said that it was not an exactly riotous event with stall holders outnumbering the number of residents visiting. It was explained by the Clerk that it would be best to sign off the minutes now rather than wait a year and it was proposed by Paul Crispe, seconded by GW, that they be accepted.  All Agreed

 

17.  Planning – to discuss any applications received since the April meeting.

RT said that an application had been received for 36 flats and 57 parking spaces in Formby Road on the site of the now demolished Cemex offices. CH said that this was continuing urbanisation of the village and it was agreed to hold an extraordinary meeting on 23rd May to discuss this before the closing date of 29th May.  This meeting could be combined with the Funday Committee. 

 

18.       Halling Fire Station - update

CH stated that Halling Baptist Church had responded to Medway Council re the section 106 agreement so still waiting for them to reply.

 

19.   Recreation Grounds

GW said that the work on the Lower rec gym equipment has been completed.  He will be arranging the disposal of the Youth Shelter.  The inner fence in the Lower rec is leaning over and as it is redundant it was agreed to remove it.   Maria Cook said the photo and thank you letter has been sent to Groundwork .

                                                                                                                                             

20.  Marsh and footpaths to decide upon the provision of a new swing barrier in Marsh Road.

Two quotes have been received one for £1100 and one for £1180.

It was proposed by CH, seconded by LH that the quote for £1100 as submitted by Total Property be accepted.  The expenditure should come out of Capital.

GW said that cattle had been put on Wild fowlers land but not yet on HPC land.

 

21. Funday 2017

RT reported on the meeting on 24th April. They found that by putting together a rural theme the performers and rides required are booked for July so the Funday will be on 2nd September.  The events will include a bird display, a dog show, carousel, horse derby, ferris wheel;, tea cups, duck herding, tug of war, Quoits, a band.   It is estimated that outgoings will cost in the region of £5,500 but using tokens should bring this down to £2500 with say £2000 from Halling Association.  CH asked for costings of the event by 23rd May and to put it on the Agenda of the extra-ordinary meeting.

 

22. Open Spaces Society – request for donation

It was proposed by GW, seconded by LH, that HPC make a donation of £50 – 4 were for this with 5 abstentions. CH declared it carried.

26.  Dates of forthcoming meetings of the Parish Council

Extra-ordinary Meeting on 23rd May at the Community Centre at 7.30 pm and the full Parish Council meeting at the Jubilee Hall on 5th June 2017 at 7.30pm.
