 Minutes of the meeting of Halling Parish Council held on 5th June 2017 at the Jubilee Hall.

 

Present: Chairman: Chris Herbert (Lower Ward) CH; George Wenham (Upper Ward) GW; Richard Thorne (Lower Ward) RT; Les Hitchcock (Lower Ward) LH; Trevor Reynolds (Upper Ward) TR and Matt Fearn (Upper Ward) MF;  

 

Bill Swan Clerk (WS) and 6 Members of the public.

 

1.        Apologies for absence

Kelly Talbot, Andy Simpson and Paul Crispe
 

2.         Disclosure of any other business – additional items to be discussed that have arisen since the publishing of the Agenda - no votes on these issues to take place.

CH – 2 items and MF – 1 item.
 

3.         Declaration of any Pecuniary and/or Prejudicial Interests - none
 

4.         Adjourn meeting for Public Questions. Allow up to 30 minutes for members of the public to address questions to the Chair.

The following points were raised: Grass in Cemetery; Plough path; phone box at Forge Green and the application for 36 flats in Formby Road.
 

5.         Reconvene meeting and Minutes of Parish Council meetings.

To receive and approve Minutes of the meetings on 9th and 23rd May 2017.

It was proposed by GW, seconded by LH, that the minutes of the 9th May were a true record.

It was proposed by MF, seconded by TR, that the minutes of the 23rd May were a true record.

Both proposals were agreed unanimously.

 

6.         Matters arising from the Minutes - none

 

7          Planning

Richard Thorne reported on 4  applications:

HPC has made its objections to MC/17/1270 – 36 flats in Formby Road – nothing more heard.

MC/17/1395 – 24 Rochester Road – garage and side extension – no comments

MC/17/1390 – 97 Pilgrims Road – rear and side extensions

MF declared an interest and left the meeting. The Parish Council had no comments to make on this application.

MC/17/1891 – 64 Essex Road – 2 bed end of terrace house.  The Parish Council decided to object on the grounds of overdevelopment and parking. 

 

8          To receive internally audited accounts for 2016/7 before submission to outside auditors.

These had been passed round to Councillors before the meeting and it was proposed by LH, seconded by MF that these be accepted and signed by the Chairman and Clerk for submission to the outside auditors.   All agreed and the Chairman and Clerk signed them off.

 

9.         Halling Fire Station – update

CH said that the stage has been reached where the section 106 agreement has been agreed.  It is hoped that if all goes well the sale could be completed by 31st August 2017

 
10.     Report on the recreation grounds - 
George Wenham reported that Medway Norse had not cut the Upper rec.   It is pleasing to note that lots of people of all ages are using the new gym equipment.  GW said that he had been let down over the removal of the shelter and the name of  Fred Price of Vicarage Close was mentioned.  LH said he would contact him.  Maria Cook said the she had obtained an estimate of £650 to remove the shelter and make good and was waiting for another quote.

 
11.    Report on the marsh and footpaths. - 
George Wenham said that ropes holding the gate have been cut – chains should be used instead.  There had been a report of a dog being injured on metal on the marsh but when it was investigated by GW and WS, it was found to be the plastic sides of the sluice gate.  Nothing has been heard since.  Nothing has been heard from Andrew Lingham following his successful tender for grazing rights and CH said that HPC should write to him giving him seven days to pay the money before putting cattle on the marsh.   If it is no then should HPC approach Mr Hasemore to see if he wishes to still put cattle on the marsh.

Barry Barnes, the Footpaths Officer said that the permissive footpath had not yet been agreed.  The Cemex end of the RS320 is damaged and virtually useless and it is possible that cattle could break through and churn up the footpaths.  The paths are all becoming over grown and he asked HPC for any volunteers to help..  

 

12 Funday 2017 – RT said that it will definitely take place on 2nd September and he provided the following print out of projected costs and events:

It was  proposed by MF seconded by TR that HPC provide up to £2000 towards the Funday and all agreed to this.  It was also agreed that as dogs are not allowed in the recs, no exception would be made for Funday.

 
13.     Clerk selection panel –
Chris Herbert

CH said that in view of one particular application we have to choose a new panel  He, Councillors Thorne and Crispe will form the panel.  They will meet on Friday 9th June to get the process of selection moving.

It was proposed by LH, seconded by GW, that the above payments be ratified.  All agreed.

 
16.    Dates of forthcoming meetings of the Parish Council

Parish Council Meeting on 11th July 2017 at the Community Centre at 7.30pm.

 

22     Any Other Business        

CH said that the trip to London Zoo arranged by Paula Wilkins-Smith was a great success – congratulations were due to her.

A letter has been received from Norman Head, Churchwarden, about a request fro a donation to meet the cost of petrol and tools for the grass cutting in the cemetery. WS is to ask for further details.

MF said that Medway Council have inspected the wall at Bishops Palace and it is in hand with Medway Norse who are getting quotes for repairs. 

 

23.      Item recommended to be considered in private - discussion re Kent Legal Services’ invoice.

CH proposed, seconded by MF, that this item be held in private and all agreed.
