Minutes of the meeting of the Finance Committee of Halling Parish Council held on
23rd January 2017 at the Jubilee Hall.
Present: Chairman: Chris Herbert (Lower Ward) CH; George Wenham (Upper Ward) GW; Andy Simpson (Lower Ward) AS; Les Hitchcock (Lower Ward) LH
and Trevor Reynolds (Upper Ward) TR.
Clerk Bill Swan (WS)
1. Apologies for absence : - Richard Thorne, Kelly Talbot, Michael Leverington and Matt Fearn
2. Declaration of any Pecuniary and/or Prejudicial interests None except CH who declared a pecuniary interest in the Assistant Clerk’s wages.
3. To receive and discuss the year to date expenditure analysis for 2016/2017 as at 31/12/2016 and agree the forecast of expenditure and income to the close of the financial year.
CH introduced the spreadsheet which had been sent to Members and stated that if it hadn’t been for the capital expenditure on the play equipment, the under spend would be approx £21000.
TR thanked the office staff for the savings made on Halling View.
CH said it was fortunate that Costains rented the rear of the Fire Station the income from which has offset the rates bill from Medway Council. There has been help from Halling Association towards events which has helped with budgets.
CH gave his rationale behind his view that the precept should be kept at the same level as last year and because of the increase in the number of houses in Halling this should result in a reduction in the contribution paid by each householder.
TR proposed, seconded by GW, that the recommendation by CH, should be adopted. 4 voted in favour with 1 abstention.
4. To set the budget and precept for the financial year 2017/2018
It was proposed by GW, seconded by AS that the budget and precept for 2017/2018 be set at £51,500 the same as 2016/2017
The meeting closed at 7.50 pm.
