Minutes of the meeting of Halling Parish Council held on 14th February 2017 at the Community Centre.

 

Present: Chairman: Chris Herbert (Lower Ward) CH; George Wenham (Upper Ward) GW; Andy Simpson (Lower Ward) AS;  Richard Thorne (Lower Ward) RT; Les Hitchcock (Lower Ward) LH; Trevor Reynolds (Upper Ward) TR; Paul Crispe (Lower Ward) PC and Kelly Talbot (Lower Ward) KT.

Clerk Bill Swan (WS), Assistant Clerk Trudi Smith (TAS) and 10 Members of the public

4.         Public Questions

The following points were raised by the public:

Wildfowlers and red flags on shooting days; Upgrade of fibre optics: Screening around sub station; RS201 picnic area; Footbridge over A228; Delay in sale of Fire Station;                                                                                                                        

5.         Reconvene meeting and minutes of Parish Council meetings

It was proposed by LH, seconded by GW that the minutes of the 9th and 23rd January be adopted.   All agreed.

 

6.         Matters arising from the last minutes - none

 

7.         Finance Committee  - report by the Chairman

CH pointed out that HPC has kept the precept at the same level as last year namely £51,500. As more houses come on stream this means that the cost per household for HPC precept will reduce.

It was proposed by TR, seconded LH, that the precept of £51,000 be ratified.  The vote was unanimous.

 

8.         Planning

RT reported on four applications received in the last month:

MC/17/0288 – 17 The Timbers - conservatory – no comments

MC/16/4332 -  8 Dalison Court – conservatory - no comment

MC/17/0398 - 2a Hostier Close –part 2 storey extension -  no comment.

MC/16/5062 - 18 High Street – part single, part 2 storey extension  – HPC has the same objection to the last application for this site, namely parking.

 

9.         Halling Fire Station

CH congratulated Pastor Kevin on the birth of his son and offered best wishes to his wife and the rest of the family.

The disposal of the Fire Station has taken a long time but Halling Baptist Church is now in a position to move forward on this. The Section 106 agreement has been passed to their Solicitors.  The finances are still in place.   HPC will be spending the proceeds on the Lower rec, the Upper rec as per the previous minuted decisions of HPC.

 

10.    Report by George Wenham on the recreation grounds including

(a) problems with dogs

GW said that the signs on the gates to the recs must be checked and updated where necessary and the self closers should also be checked.  The question was raised of using dog grids inside the gates as a deterrent. The next issue of Halling View will include an item about dog fouling. Can Lorraine Murphy report dog owners as she is a representative of HPC – this to be checked along with the insurance position.

(b) fencing off play equipment areas

GW – in other areas this is done to keep dogs off the play areas but is it necessary when dogs are already banned from our recs?

 

11.       Report by George Wenham on the march and footpaths including the proposed permissive footpath from Whittings Farm and consideration for future grazing

Barry Barnes reported that Medway Council and Tarmac UK have been in touch about this.  Adam Taylor of Medway Council has been very helpful and he and Barry Barnes have been successful in persuading Tarmac UK to back off from some of their restrictive proposals.  A notice is to be put up by Medway Council for any land owner in the area of the path to come forward within 28 days.  This should enable the paperwork to be completed soon.

 

12.   To decide on the installation of a bench for the bus stop in Browndens Road, Upper Halling

CH asked who owns the land – it is thought to be Medway Council.  If a free bench could be sourced, HPC could meet the costs of installation.

 

13.     Container for Halling Minors FC in Jubilee Hall car park

The Assistant Clerk reported on her conversations with a representative from Costains who had said that they might have one available for £400 but she thought that this figure could be negotiated down.  TR thought that the principle is fine but HPC ought to check the planning situation.

 

14.    Annual Parish Meeting at the Jubilee Hall on 22nd April 2017.

The Clerk asked if Councillors wanted the same format as the previous year as arrangements would have to start soon.  It was agreed to have the same format but perhaps the meeting could be held in the morning as the number of residents attending last year for the 12 noon to 4 pm timing was disappointing.
