Minutes of Previous Parish Council meeting

 

The Minutes of the last meeting were accepted and agreed as a true record

Matters arising from the Minutes

There were no Matters Arising not on the agenda

Planning Applications since the last meeting

 

106 Pilgrims way– Garage erection. No objections

Estates Matters since the last meeting

 

Discussion was held about the positive experiences to date with Community Payback at the Marsh in particular since they commenced supporting the council on 31st August 2017

 

There is an issue of tyre marks at the Upper Recreation caused by the lawnmowers – to be monitored

 

GW Commended Lorraine Murphy for her support of the Fayre and assisting in the clean up

 

There are ongoing issues with the Marsh and the ingress of cattle caused by fence damage. A letter has been sent to the Tenant. GW reported that he was very pleased with the work undertaken by the Community Payback team on the Marsh road. It was now much easier to pass on hard surfaces. Future projects will include Stake Lane, The Fire Station, Around the Village signs and managing the debris of a rough sleeper.

 

It was agreed to have chestnut wood stakes installed in the Marsh adjacent to the stiles; these ought to be at least 3 foot deep and places specifically to stop cows but allow humans to pass.

 

The Permissive Footpath documentation is outstanding at Medway due to staffing pressures. To be raised with Medway

Halling Fayre 2017

 

The finalised accounts were not yet released as it was too soon. The Chair reported that it was a good event, good weather and that many had enjoyed the activities specifically K9 Quackers. Balloons had reached Paris so far although the competition will not be closed to 30 September 2017. No comments from Redrow as yet about a contribution as previously minuted.

 

It was noted that the event may have been better supported had it been advertised more widely.

Halling Fire Station

 

The Section 106 had been engrossed and questions / answers been exchanged between the solicitors. Progress was noted

Update from Redrow (to include Blue Pool)

 

This item was rolled over

HPC Representation of various external committees

 

This item was rolled over. The notion of Christmas, Halloween and Guy Fawkes events were noted. GW agreed to seek some costs from pyrotechnic firms but given the timeframe this may not be possible for 2017.

 

An events committee needed to be set up to discuss options – this will run immediately after the meeting on the 2nd October 2017 at the Jubilee Hall.

The clerk presented the receipts and payments since the last meeting. The Council were content with the new presentation  (appended)

Finance Committee meeting date for half year review and revision was set for the 19th September (subsequently deferred to 26th September to enable notice to be given)
