Minutes of the meeting of Halling Parish Council held on 12th September 2016 at the Jubilee Hall

 

Present: Chairman: Chris Herbert (Lower Ward) CH; George Wenham (Upper Ward) GW; Andy Simpson (Lower Ward) AS;  Richard Thorne (Lower Ward) RT; Trevor Reynolds (Upper Ward) TR; Kelly Talbot (Lower Ward) KT and Les Hitchcock (Lower Ward)  LH.

4.         Public Questions

The following points were raised by the public:

Sign in Browndens Road; Dog mess on Plough path; parking by commercial vehicles in St. Andrews Park;  tidying of Cemetery; exposure of sub station by taking away trees and shrubs; contacts on website; swimming in Blue Lake causing parking and litter problems; speeding in High Street; slabs by the Grooms; resurfacing of The Street.

                                                                                                                                                           

5.         Reconvene meeting and minutes of Parish Council meetings

CH said the decision on the Minutes of 12th July 2016 should be deferred to a later meeting.  Agreed. CH proposed that the minutes of the 22nd July be accepted.  This was seconded by LH and all agreed.

 

6.         Matters arising from the last minutes

AS – item 6 – could this be on future Agendas?

CH – item 13 – HPC voted £1,000 for this event and have come within budget by about £50.  He proposed that HPC sends a voucher for 50 euros to the person in Belgium who found the balloon.  TR seconded and all agreed.

 

7.         Marsh and Footpaths

GW reported that a gate on the north side footpaths has had to be re-hung because it had been removed by someone using tools.  The water is still flowing from the sink hole because of the surface water drain being blocked and it is hoped that Southern Water will rectify this and also dig out the natural drainage ditch which has gradually been filled in over time by heavy vehicles being driven over it.  Andrew Lingham has erected a new gate on the south side entrance to the marsh so it looks as if cattle will be grazing shortly. 

 

8.       Report on Lower and Upper Recreation Grounds by George Wenham

Upper Rec.  Not looking at all bad but there are still issues with overhanging branches.  He will contact Kevyn Wightman for advice on this. 

Lower rec. – the new play equipment is being well used and a lot of people have commented on the improvement it has made.  The two safety inspectors visit both recs. on a weekly basis and everything is in hand.  Ben Cook is at the moment unable to continue in the role of looking after the recs but Lorraine Murphy has now taken this over and is doing a good job.

 

9.         Land at top of Stake Lane

CH said that HPC needs to establish the ownership of the land before any move to maintain it with the help of a grant from Halling Association is made.

 

10.    Report on Planning Applications received since the July 2016 meeting – Richard Thorne

MC/16/3007 – change of use at Fire Station to place of worship

MC/16/3013 – 2 houses on site of Baptist Chapel

The Parish Council did not discuss the above two applications in view of its interest in the sale of the Fire Station.

MC/16/3138 – 48 Rochester Road – conversion of garage to living space.

MC/16/3512 – 11D High Street – loft conversation.

MC/16/3548 – St Andrews Park – change of location of footbridge

MC/16/3644 – ST Andrews Park - new building conditions

The Parish Council had no observations to make on these four applications. 

 

11.    Update on Fire Station – see under previous item

                                                                                                                                             

12.     Report by Chairman on Grand Opening of QEII playground.

CH referred to the report on Halling View and he thanked Maria Cook fro all her hard work on this project.  It was a very successful day in view of the short time in which to arrange it.

Other phases will be forthcoming in the future to complete the work on playgrounds in the Village.

 

13.    Proposal by George Wenham to invite Maria Cook to take up a co-opted non-voting post for HPC Recreation Equipment facilitator similar to the position held by Barry Barnes for footpaths.

Maria Cook confirmed that she is prepared to act in this capacity.

 

14.    Football in Upper Recreation Ground.

HPC wishes to encourage the use of the Upper Rec by youngsters but not adults.  The Clerk is to contact Halling Minors FC re their agreement to use the Upper Rec.

It was proposed by TR, seconded by LH that the above payments be ratified.  All agreed.

TR proposed that the payments to the Contractors for the new play equipment be paid now provided that they are within the budget set.  This was seconded by CH and all agreed
