Minutes of an extra-ordinary meeting of Halling Parish Council held on 29th June 2016 at the Community Centre

3. To receive accounts for 2015/2106 before submission to external auditors.
The papers had been sent to all Members prior to the meeting and the Clerk confirmed that the internal auditor had accepted them with no comments.
It was proposed by CH, seconded by GW, that the accounts for 2015/2016 be received and that the Chairman and Clerk should sign them as required. All agreed and the accounts were duly signed off. The Clerk is to send them off to the external auditors PKF Littlejohn.
Any Other Business
CH said that in the last 48 hours, Redrow had informed the Parish Council that they intended to install a Toucan Crossing at St Andrews Park rather than a footbridge. He pointed out that it is a condition of the Section 106 agreement that a footbridge be provided and this is included twice in the planning application. This must be completed before 100 houses have been occupied.. Any changes would need a new section 106 agreement. The transport study done in 2012 before the actual application was put to Medway Council included a bridge.
The Toucan Crossing will become an obstruction on the A228 causing a backlog of traffic especially at evening rush hours when traffic will go through the village. He suggested the HPC does a newsletter for all houses in the village and to alert the press accordingly. HPC needs to be set up meetings with with Medway Council and Redrow as a matter of urgency.
CH will draft a newsletter for all Members before it is sent out.
GW has been told that the sewage pipe from St Andrews Park will take longer than anticipated as Network Rail has raised concerns with the Contractors where it crosses the rail bridge.
